I'm now on my 3rd play through. And I've gotten more than half the acheivements. So here's what I liked, disliked, and want to see in future updates and DLC.
Liked:
* open-ended story
* graphics
* controls
Disliked:
* Worst. Music. Ever.
* Can't listen to your own music, which every GTA has been able to, even the PSP versions I think
* Difficult learning curve in respect to driving
* The dating and friendship crap
* No Cheetah?
* No Hunter?
* NO planes, tanks, jet packs, parachutes, etc.
* All the past protagonists are dead?! WTF?
* No real cameos
* Environment seems smaller and less varied than San Andreas
* Not as comical as past games
* Still has pointless, slightly less boring side-missions, but most of which don't give you a reward, and most of those that do suck.
* Other drivers are constantly hitting you, whether driving around them or just standing near them.
* And to a further extent, it feels like the entire game is against you. Even down to the simple geometry and environment
Would like to see:
* Ability to listen to your own music. The guy carries his phone everywhere. It's 2008. Can't every phone play music too?
* More(read:better) radio stations with good songs and funny people. Where's Gardening With Morris and Fernando Martinez. How about an actual call in show or oldies stations?
* More vehicals, like a Rhino, a Hunter, and a Hydra just to start.
I could think of more, but I gotta leave stuff for everyone else to say.

Flying vehicles besides Helicopters make no sense with what they were trying to do with this game. Same with parachutes. I get that it takes away from the replayability of the game, but in actual gameplay it makes sense. And no GTA for the PS2 or PSP allowed for custom soundtracks. Overall I found it to be a much more grounded in reality GTA, which I am really liking as I go through.
Still the only complaint I have is the radio. They should have given you the ability to play the music on your hard drive, and actually have it play on the radio instead of over the top of everything. Have a separate station that takes your music and intersperses it with random commercials. Why that wasn't done is beyond me.
