OK me and my friend want to start a website on which we will be having Anime streams, like youtube.
Now the only problem is the law stuff, can we just uploead the videos and as long as we don't ask for money it's legal, ore do we have to buy licences and if so how much would that be?
Any help is greatly apreachiated.

Leave it to Dead Metal to have the word 'Pronz' in his signature.

Unfortunately I'd imagine this would be illegal without permission from the series' owners. Also you may wish to change the title to something like 'video hosting legal help' to get people with law knowledge but no anime interest to take a look in here.

Without a license, you're sunk. Now, I'm not saying it's impossible, but if you were able to get licenses from anime companies then they would probably demand that you charge a fee and that they see a percentage of the profits. They are going to want to turn a profit on their business venture, after all.
