The Dead Universe seems to be coming up in the near future's issues, so we might have a comeback. Or maybe not. We're not sure what actually happened to him.
Infestation did have a repercussion on the series, though, as Heart of Darkness follows from it, and Chaos from that.

Significant, maybe, but not huge. Galvatron basically just repeated the same offer he made in Infestation when he met Prime in Chaos.
As for Kup, I doubt he's coming back. He's been out of circulation so long there'd have to be a lengthy explanation for why he survived. Even if he DID survive, contact with the Dead Universe should've changed him to the extent he could no longer exist in the IDWverse.

And this inconsistency was brought up by Galvatron in Heart of Darkness. Hardhead's special, or something.
Or, more likely, after Golarm Prime was re-re-reformatted sometime after Revelation, because Hardhead and Arcee didn't follow the other planet inhabitants into the pool, they retained their conscious forms and Hardhead was somehow altered along with the planet.
