It's got nothing to do with being broke, and more to do with what Pyro and Missourisnowflakes said... people are shamefully wasteful and throw away things that are still good. I don't care how rich I am... if I see something thrown away I could use and is still in good shape, I'll still decide to give it a better home than the landfill.
Arresting someone for dumpster diving has to be the most ridiculous thing I've heard of. What's next, 90 days in jail for jaywalking?
I find myself wondering how house arrest is handled logistically. I mean, I don't leave my house much either, but I still have to do things like buy food and take my clothes to the laundromat. I will assume that if you stop being able to pay rent and get evicted because you can't work from home, they just turn it into a regular jail sentence.

I still find arresting someone for dumpster diving rather silly, though. Don't see why there should be something illegal about obtaining and keeping something someone else got rid of and thus obviously doesn't want and already relinqished ownership of... IMHO you should only get arrested if you actually do something illegal with your new acquisitions (like identify theft).
