Most of the Japanese figures average around $15-$20 US each, but a number of them (the DVD Microns, the Caliber Team, the Hellflame Team, the Megalo Team, the Guardian Team, and the Mighty Team) will run $25-$35 per figure.
It isn't scalping; it's just supply and demand. Each of those figures exist in quantites of 1000 or less per figure. Anytime you have a figure that rare, price goes up quickly.
Forget about the Space Galaxy Team, also. It runs $100-$125 per member.
Other teams which are not cheap or easy to find include the Blizzard Saber, Frenzy, Windcharger, the Fire Saber, the Overdrive Team, the Undergroove Team, and the Platinum Team.
In the US, the rarest Minicons are the Wal-Mart exclusive Tiny Tin Race Team, and Wave 4 of the Cybertron Versus packs. The Race team cost me $20/member, and the Wave 4 versus packs ran me $75, and that was a good price. Additionally Astro-Hook, Astro-Line, and Astro-Sinker, as well as any BotCon Minicons, are almost impossible to find without purchasing the larger figure they accompanied.
Expect to spend $3000-$4000 if you want every Minicon and Micron.

I'm hesitant to even include Dragoyell as he may or may not actually be a Lucky Draw class figure. The last time he appeared on eBay, he went for $1000.
I'm not telling you this to get you discouraged, but I am warning you so you can adjust your expectations.
Fact is, I know all of this. on the other hand, they're still JUST toys. I have a life and real problems that come first. This is only a hobby.
If you work hard enough, you can get very lucky. I got the Super Stunt Team in a trade, all three botcon predicons pending, and nearly every micron booster minicon up to set #4 (have some of them already though) all for cheap. Also received plenty of other Takara only minicons for impossible prices.
Patience, haggling skill, and knowledge all play a huge factor in achieving this goal.
200+ minicons in just on year with minimum spending isn't half-bad at all.
