Well, in actual injury, perhaps, but it definitely doesn't hurt to the same extent (I've been hit there, and while it's not pleasant, it doesn't bring you to your knees).

A kick to the groin does not always require a hospital visit..
Matter o' fact kicking me in the groin seems to makes me angrier.
I was kicked once in the groin while I was in school and I reacted by grabbing the guys throat, pulling him towards me and headbutting him in the face (not to mention I bruised his throat and his vocal cords when I pulled him).
I got suspended and he got stitches, could not talk or swallow solid food for a couple of days and a suspension.
The girl my sister kicked got back up after a few minutes but was extremely sore..
