Predaking, it took Unicron to defeat him.

Tigerhawk is much smaller and weaker but he has mystic powers. He can make a serious earthquake and bury Predaking in rock and debris. By the sea or a large lake, he can hit Predaking with a tsunami. From the sky, he can bring down powerful lightning and windstorms. He has many weapons, including a paralysing ray.

To be honest, major disasters take time to arrange. Tigerhawk's best chance of victory is the paralyser followed by a full assault on Predaking's head. The longer he waits, the more chance Predaking has to shoot him down and crush him.

I'm really not sure if the paralyser ray is enough to stop Predaking immediately, so Predaking would win with swift, decisive attacks. He's the king of the jungle, as we all know. In order to survive, Tigerhawk should withdraw temporarily to organise a proper resistance.
