Not true. It was stated by the movie creators that Megatron and Optimus were meant to be brothers, but that when the scene played itself it seemed more like Optimus was making a gesture rather than stating a fact.

Twins would mean that they look the same either with the same design and thus have the same abilities and twins are often thinking the same way, feel the same way and this was not the case obviously with prime and megatron.
I was going to respond to that, but it seems that someone went into the technicalities of this. I didn't mean in terms of physical identity as such. I was trying to think of a way to explain their co-ruling as such. Perhaps both were created at the same time to be the co-rulers of Cybertron. In such a case, neither is older or younger unless you want to get technical with the idea that on was created seconds before the other, or whatever.
Optimus just seems older. (Perhaps it's Peter Cullen's voice?) Otherwise I like the idea that they are around the same age.
