Judging from the fact that he's in a expensive jacket and is also spotted with a Glock17 pistol later in the trailers- I'd say he's a high ranked agent(not grunt soldier) working for NEST...or he's got some kind lawyer job

Well, considering that later on in the story Carley gets kidnapped by humans working for the Decepticons he's got a good reason to be taking a gun and pointing it at someone.
