Who wins?

I'm assuming you mean Dinobot's Raptor form. In that case G1 Starscream would win even if Dinobot probably has advanced weapons. Dinobot looks to be around 6-8 ft. tall (really hard to determine scale in Beast Wars) in robot mode. Whereas Starscream is somewhere between 30-50 ft. tall. I'm not sure there's anything Dinobot could do to damage Starscream. He's much too large and Dinobots weapons are designed to fight Beast era combatants.

yeah, if they were the same size, I'd give it to Chopperface in a heartbeat. But if we go with the scale of the storylines, Starscream is just too overwhelming in size, speed, and firepower.

Yeah, Starscream has size to his advantage, but then it would make Dinobot harder to hit from a distance. I'm not sure if null-rays would affect Dinobot. And how much damage would a blast from Dinobot do to Starscream? After all he did get 1 shotted by Galvatron.

Starscream. As much as a major loser he is, he is one of the top fighters amongst the decepticons. Even if they would be the same size, Screamers flying is a big advantage.

Yes but Galvatron is the Robot Anti-christ created by Robot Satan. He's powerful enough to 1 shot kill most Transformers. I'd say that judging by the fact that BW Megatron had to attack the exposed spark chamber of G1 Optimus Prime that Beast Wars era Transformers can't deal much damage to their G1 counterparts unless they specifically target a weak point. The Null Rays should affect Dinobot. Maybe not as well as a G1 Transformer, but techno-organic still means that BW era Transformers are partially robotic. And given that Null Rays are designed to bring down full sized G1 Transformers I'd say that all it would take is one shot from Starscream and then Dinobot would be at the mercy of arguably the most merciless Transformer of Generation 1.

And if hitting a small target became a problem Starscream would use his brain. He'd transform into his F-15 mode and start raining death on Dinobot with air to ground missiles, laser fire, and his cluster bombs.

Actually Megatron shot Optimus Prime in the head not the spark chamber which was actually closed so the spark chamber wasn't really exposed. Although Megatron did have to use all his power to deal the damage that he did.

Cluster bombs would be Starscream's best weapon when in the air, I am still not convinced that his null-rays would do much damage if anything at all. The thing about G1 Starscream is that he can take heavy damage and still be able to fly so that works to his advantage. In hand to hand Starscream would probably win due to his size and cunningness but I would not rule Dinobot out completely. Starscream is an excellent fighter but so is Dinobot and even though he is rather minute in comparison he could probably find a weak point on Starscream. Sword in the knee joint or something. Enough to bring him down to deal a more fatal blow.

But yeah Starscream is the favourite.

All of you have forgotten two important factors in this fight, which are Starscream's ego and Dinobot's drive for victory. When Starscream gets so cocky that he comes up to Dinobot to taunt him, Dinobot will jump him and slice him up.

Hmm...yes. I did forget about that. If there's a way Dinobot could win, that would be it. But physically, Starscream 0wnz.
