Was Brawl meant to be Megatron?

They have a leader class figure coming out of him, he's got the arm cannon, anyone else think he might have been the original Megatron design?

when the "leaked" pics first came out, no body knew what megatron was supposed to be besides those involved in the movie. there was a vid on youtube that went thru most of the characters and labeled the tank as megatron and the saleen S281 as brawl. then when they released the actual list of characters brawl becomes the tank and megs will keep his cybertronian jet form.
