maybe FX is playing rotf so much due to the release of the DOTM movie on DVD.

That's part of it. The other part is that FX spends millions of dollars on getting the exclusive rights to air that film on cable for a certain period of time. Airing that film in constant loops helps to off-set the cost, as it, inevitably, becomes something that's free to air.
For example, the film might have cost FX $3 million. FX recupes that cost through commercials and advertising after a few weeks. Once that cost has been recuped, it's free to air until the deal expires. They COULD spend $3 million on a new program to air, but they already have something they can just slide into a programming slot when they need to.
I'm sure another part is so that when another network gets the rights, they'll hope people will have already had a chance to see it on FX and will simply watch something else. Like the next film FX has the rights to.
