Buying stuff off e-bay

This is a question about buying stuff off E-bay. When you buy using Paypal, does the shipping and handling get charged to Paypal too, or does that have to be dealt with in a seperate payment? I would be so happy if S-H is charged to Paypal instead of having to be paid off seperatly, as it would be less of a pain to deal with. And also can you use Paypal to buy stuff off other sites, or is it only good for e-bay? I was thinking about buying a MP-03 Starscream, and sometimes the big online Toystores mention Paypal, but I don't know if that Paypal is their Paypal or the E-bay version.

I think Paypal is owned by ebay,but when a site other than ebay offers the use of Paypal it is the same thing.
All your charges, item + shipping is paid through Paypal if that is the option you choose to pay with, at the same time.
