Honestly I reckon this was a case of "Well Generations Arcee is out and probably everyone will be getting that so let's just give the mold a last hurrah and let people who still like the mold but have/want Gen Arcee have a variant". Myself I'd prefer it if they reissued the pink Delicate Warrior so I could buy her, that Chogokin Arcee and Generations Arcee and put them (with my Animated Arcee) in an Arcee Shrine.
