Help Needed to Identify Unknown Starscream rocket Toy

I am going to link to my website that has more pictures.

But I am looking for any and all information regarding this toy. I bought it off ebay a few years ago, I haven't seen once since then. Never seen one before.

The only information I have on it is Hong Kong written on the inside.
