Is is against the cybertron law for both autobot and deceptions to shot when some one is in mid transformation?

Good question. Maybe it's some kind of culture thing, like hitting a guy in the groin with a baseball bat here is dishonorable.

Since when do the Decepticons worry about laws (see especially the G1 episode 'Heavy Metal War')?

As the cartoons show, the Decepticons are the worst shots in the history of television. It wasn't until the 1980s movie that the Decepticons improved their aim. Look again at the scene where Prime arrives at Autobot City, knocks a few Decepticons out of the way (most memorably Thrust), and then transforms into robot mode - he's being shot at all the time. So, it's not that the Decepticons choose NOT to shoot the Autobots mid-transformation, it's just that their aim is rubbish (at least until the year 2005).

If you're looking outside of the G1 Cartoon mythology, then perhaps there are other explanations. Maybe all Transformers' brains (or sparks) are imprinted with some sort of overriding command (similar to Asimov's Laws of Robotics) that physically prevents them from shooting each other whilst transforming.

Alternatively, the Transformers may have the ability to somehow shield themselves whilst converting. Certainly for those Transformers able to mass-shift there must be some kind of multi-dimensional oddness going on there somewhere. Perhaps the very act of transforming somehow accesses some nether-dimension (or subspace), which not only allows mass-shifting and such oddities as the spontaneous appearance of Prime's trailer, but also creates some kind of temporary shield.

Ok so like in transformers cybertron and energon they take a min to transform like when they combined and the long transformations in cybertron i mean it just doesn't make much since that they just don't attack when they transform but i guess that answers the question.
