Designing custom characters from existing pics?

I am trying to create custom characters using pics from the More than Meets the Eye books that are scanned into my computer and various programs to edit. So far with little success. Are their any guides to this type of thing? What programs would you recommend? How do I change a color (say I am editing a Stascream pic to be a new character and want to change his gray parts to black is there an easy way?)? What is the best way to remove pieces from a pic and replace them with pieces from another? Any help would be appreciated!!!!!!!!!

Photoshop is your friend.

Once you get that, here are some tutorialson some basic (and not so basic) editing techniques:
