Just watched the video. Sound effects are the same as mine (as expected). That doesn't sound like Peter Cullen.

Sure fooled me. Sounded to me like those Movieverse toys Cullen lent his voice to. Certainly not Garry Chalk, at least.
As for Cullen, I can't recall any Transformers toys that he's done any toy voices outside of the movie toys. As I'm sure you're aware, he gets paid a hefty sum to do voice work and this doesn't seem like the type of item that Hasbro would want to pay out that kind of money for his voice talents.
