17's normal retail, also no it was about an hour later that it changed for me.

I just checked camel tracker and they don't have any record of Amazon having the figure in stock

Actually, it depends on the retailer. And even different stores within a chain have different prices. A few of my local Targets have Generations Deluxes at $16.99 while other Targets have the normal $14.99. Some WalMarts in my area are the same as well. One in particular still has the $9.97 as a price, while others are at $14.99. Very odd.

Actually, it depends on the retailer. And even different stores within a chain have different prices. May have been a typo, but fitting, there are a whooooole bunch of them clogging shelves here.
I saw Gears and Acid Storm at my Target... I guess about a month ago? AC seemed to hang around longer than Gears. Then there was nothing, and then loads of Swerves and Cosmoses. Haven't been there for a few weeks, though I suspect there'd be a lot of Swerves; he didn't do so well last time.
But never Skrapnel, so I had to get him online.
(no Tailgate, either, but I'm not interested in him)
I really hope the Legends do better in 'Combiner Wars'. Trying to find the ones I wanted has been such a bother. At least the one I really want (Bombshell) is in the 1st wave, that should be easy to get. Hopefully.

This cant replace FP Smart Robin, but at 20 bucks Ill pick him up just for fun. But I might skip Hasbro Arcee and Chromia altogether, as it seems like Takara versions are coming a lot sooner than anticipated.
Maybe he was poorly assembled at the factory as has been speculated, but I think it's worse than that. Brainstorm's Headmaster gimmick failure, is a tragedy of bad engineering and tooling. I'll give you my best analyses and remedy, but first...
Let's start with the positives
Look at this beautiful little star fighter! It is a super sleek sci-fi space ship. So cool. So reminiscent of so many classic star fighter designs. This dog fighter would fit right in flying formation with Luke's X-Wing and Apollo's Viper. Such a great homage to the the original toys alt mode. And, how many other TFs come with a lil dude to pilot them. His robot arms are a little clunky in alt mode and his feet and legs stick out oddly in the back, but I'm willing to look past it while he is zzzzzzzzzzzzzzzzzzzeeuuuusscchhhhhh, ZOUT ZOUT ZOUT ZOUT, FEEEUUUUSH ... all around the house, Seeker seeking.
Transformation is fast, fun, and easy.
Then you get THIS GUY! Do I even have to say anything? Look at'im! He's perfect! That color is cooler than an ice cold Gatorade with 3 popsicles crammed in it. He's a double fisted lazOr slingin' Space Ranger. Spot on IDW, an awesome modernization of the OG toy. He's a NeoClassic dream come true. HI FIVE!!!!!
The NEGATIVES... Let's start simple. He feels fragile. Another victim of flimsy plastic. His wrists are dangly. His seams gape. His paint apps are sloppy. And poor Arcana. My 3 year old could have done a cooler paint job.
What's up with the HEAD GIMMICK? Note the hollow groove or slot inside his neck. They are on either side of the neck socket. the piece in front is the spring-loaded lock mechanism.
the grooves accept these nubs or pegs on either side of Arcana's head. That jutting rectangle in the back of his head, has a slot to accept the lock.
The grooves and the lock are miss aligned, and the nubs on Arcana's head are too thick to fit through the space before the grooves, making a super tight fit, before the pressure on the nubs is relieved, by the grooves. With me? Once you push the head in, it falls in too far and the lock closes, too far over the slot. Recap: 2 things. 1. There is too much pressure on the nubs, making it realy hard to get in and out. 2. The head falls too far in the neck socket, and the lock closes too far over the slot housing. making it even harder to get out.
Pulling it out is the hard part, and where you could break the head off of Arcana. The ball joint on his neck is where people have been breaking Arcana. The ball is screwed on to a post that is attached to his head. Too much pressure, and the screw strips out of the post. I had to pull super hard on that sucker. I was scared. I got lucky.
The ball popped out of the socket instead of stripping, But then getting the head out was even harder with nothing for leverage.
What I suggest. Once you super carefully get Arcana detached, take an Xacto knife and shave along the contour of the curve at the top of the grooves.
I shaved about 3 times on each side, still to tight. 3 more and it was OK. you'll just have to play with it until it feels right.
I also suggest you watch these two video reviews before attempting anything. In this order. Baltmatrix

I wonder if these have made their way to Des Moines...may have to do some hunting this afternoon. I had missed out on the Hasbro Toy shop pre-order and ended cancelling my BBTS preorder, so I will be tickled pink if I can find this at retail!
