There are some other theories as well. Remember all of those protoform Decepticons crashing on earth around the Egyptian desert? Since they didn't have time to go out and find vehicles around their own size to assimilate they may have just assimilated the Alt modes from the Decepticons already at the Battle site. Mainly the Constructicons just before they merged to form Devastator.
Here's another theory; The Constructicons are genius engineers who always enjoyed creating things. I wouldn't put it past them to create many different copies of themselves. I would if I wanted to make an army of soldiers I thought would be as awesome as myself. And the Constructicons were always "fat headed" enough over their superiority because they can form Devastator. As for Demolisher, he is supposedly a separate Decepticon and is not Scavenger. Demolisher could be one of those "copies" made by Scavenger himself. So you could say that Demolisher is the son of Scavenger.
@Chaoslock: You're right! If Prime wouldn't have killed Demolisher in Shanghai, he would have been there in the Egypt also and those other separate "copies" of the Constructicons could have merged also to form a Second Devastator. WOW!!! What a slaughter to see 2 Devastator Gestalts thrashing Giza to hell. OMG, that would have been awesome to see!
Just because we didn't see the Constructicons transformer out of their alt Modes, doesn't mean they couldn't. It's just they were preparing to merge and let their "copies" handle the fight. That's what they were for. So that copy of Bonecrusher that we saw was a clone of Bonecrusher.

No, Devastator works like G1 Omega Supreme or Armada Tidal Wave. One robot who's alt mode is a group of vehicles. There are also a group of Decepticons who each transform into construction vehicles.

I wonder if the dog-like decepticon hood ornament is common amongst Decepticons, because I think the mixer in the desert that merged to form Devastator also had one, and it looked the same as the one on the cargo ship.

There were at least two sets of "constructicons", ones that are Devastator and the ones who are individuals. Some of the individuals went down and revived Megatron.

I finally remembered the point I was gonna make earlier.
Devastator is the Transformers Voltron.
The lion's don't have robot modes, neither does Devastator's vehicle parts.

They are just decepticons. The one who repaired Megatron was the doctor, not the so called constructicons. Hasbro and the movie makers did not coordinate well their ideas. It didn't help that Hasbro painted the Demolishor figure with Devastator's power shovel colors. Demolishor's alt mode is clearly white in its entirety. This happened with Rampage too (him being red)... and even worse at that, since Devastator's left leg is a completely different scavenger model than Rampage's. Again, I vote bad coordination between Hasbro and the movie production team.

this is beyond doubt what happened b/c the movie was so rushed. Even Bay said he wanted/needed more time.
Now, explain this: Why weren't there any other seekers in the film?? Even for a little bit, it would've been sweet to have Skywarp, Thundercracker or any other seekers. Instead they went nuts on construction vehicles.

I agree since the individual Constructicons were basically just generic Decepticons it would have been nice to replace them with various well known Decepticons.

Because Starscream was owning them being the only plane. If the Decepticons were all flying vehicles alts, the Autobots would have been owned being stuck on the ground, and having to try to shoot fast moving, far away, but accurate attacking enemies.
It's a theory anyway. You know how straight-lined, think realistic, can't be anything that stretches the boundaries of disbelief too much MBay, and Orci, and Kurtzman seem to think. So the Autobots would be unable to fly and fight them, and would get destroyed from a distance.

I wasn't recommending that the majority of decepticons be jets, but one or two seekers along with Starscream, just as a nod to G1. Undoubtedly TC & SW were featured often in the old days. Also, it's not like they couldn't write in more flying autobots -e.g. Powerglide, aerialbots (could've used them to fight Devastator) etc. Still a miracle we got Jetfire -even though I didn't like his look that much.
