Won't pretend to have any top player experience, but I can talk from the code side (assuming it's still basically the same as when I worked on it, which it looks like it is). On that basis...
Only actual difference I see is the RNK 10 vs RNK 9 - is the Tier 10 armour significantly better?
On tactics, with back-of-an-envelope maths, Ram/Strafe is always going to be strictly less good than pure Strafe when foes are evenly matched. At Ram 10 & STR 10 vs END 10, Ram is going to do 21%-30% per turn, while FRP 10 Strafe 10 will do 11%-20% PLUS 5%-10% per additional hit. In a one-on-one, it should typically do about 5 hits, so average in the region of 38% per turn. (It just picks a random character to target per point of Strafe, and then ignores the hit if it's a friendly bot.)
Ram's stun is also a double-edged sword if you have equal STR, as 50% of the time you'll come off worse (I don't know who thought that was a good idea). And then getting hit by Strafe will ALSO add some stun onto that. (Flip side, it also makes you untargetable for a similar time)
Messy system with poor code & design. Someone should really do a balance pass on that
