The weapon rebalance changes quite a lot of things at the lower levels (0-1). First of all, since there are so many no recharge guns out, bots don't throw any punches around while reloading. This might make it less important to build a well rounded bot (ie, one with decent guns and strength for the reloads) and better to just spend the points getting to better weapons.
The DoI laser feels like it got neutered to me, I remember it having moderate-very heavy damage before. Now it does moderate-heavy, which is the same as the starter xray laser. I don't know if the words (moderate, heavy, very heavy) correspond exactly to how much damage a gun does but in my experience it matches up very closely. It's basically never correct to take a gun with short recharge, because there's almost guaranteed to be a weapon with the same damage and the same requirements but no recharge.
It now takes three points in skill/firepower to get to a weapon that is significantly/any better than the xray, with one exception: the only early weapon that has moderate-very heavy damage now is the CO2 shotgun. I reset a bot with only 1 frp, 1 skl, and the shotgun, and the higher damage makes him pretty deadly!
The only other early strategy I see is to just run with the xray, because it's about as good as you'll get without some investment, and put all your xp into strength or speed. My guys that tried to mix firepower/speed or firepower/strength before now just get shot up though.
