Yeah, missions are better than arena for building up, as long as each side is somewhat equal. (200xp vs 125xp, for generic level 0s all other things being equal, and it scales up with level.) Before the reset I played for the autobots, nothing but level 0 and 0-1 missions, and it was great.
I don't keep records of fight results or anything, but from anecdotal experience: in the arena my good lvl 0s usually come out with ~180 xp and 30-60% left, while in missions they'll rarely get over 150 xp and almost always die.
Hopefully the new mission brackets will improve things.
