A. You level up by upgrading your stats and tactics. You can do that under the update your character link on your 'Bot's profile. Four upgrades to get to Level 1, and then 9 upgrades per level after that.
B. Minicons are no longer active in the game, so you are no longer able to get them. Don't worry, no one has one so its not like you are going to go up against someone that does.
