I thought you were suggesting two transformers with individual alt modes and robot modes that combine into another robot. That could be really cool (like Energon but good) but doesn't seem to be what you're talking about.

What would be the ideal thing is to have two Scout-sized vehicles, and have them combine like the Energon Powerlinx figures, or the Multiforce from Victory. But you're right in that the kids may not like the idea.

And the TF internet fans rage was all over the internet with fans/customers/kids being upset about their being no individual robots modes for the supreme ROTF constructicons & the PCC combiners drones.

Well, sure for the character of Devestator amond G1 fans, sure. Didn't help that the Constructicons had other toys with robot modes. But there's still the basic toy which seemed to do well enough in the stores I went to.
And what about Magmatron? Again, same basic concept, only with three beasts.
