I'm going to go with Blurr. Not just because he was easily the best Armada character either.

I think it would be a good fight, but I believe that Blurr can beat Wheeljack. I think he'd have more experience and overall better skill.

This Wheeljack tends to act recklessly, following emotion not logic. Blurr is more cool-headed. There's a chance that Blurr is familiar with Wheeljack since Wheeljack used to be an Autobot. Blurr will probably win but Wheeljack might turn the tables if he's strong and fast enough with a decent strategy. The outcome depends on motivation and luck.
