Soundwave with Rumble destroy Blackout and Scorponok. Assuming we are talking about G1 Soundwave and movie Blackout with movie Scorponok.

I pick Blackout over Soundwave and his cassetes.

I see Blackout striking first with his EM Pulse, scrambling Soundwave and friend's magnetic tape based data tracks, allowing Blackout to immediately apply a killing blow.

Motto: "Follow your instincts and your common sense."

Soundwave & Ravage. Both have missiles. Together, they take out Blackout. Helicopters are very vulnerable to missiles. Soundwave finds Scorponok and steps on him. Soundwave & Ravage win.
