I get most of my info from the Teletran 1 wiki and from TFU.info. It lists Scavenger as rank 4, which is lower than average: He'd rank somewhere on the scale of an army auxiliary technician. But the same site also lists Scrapper as rank 5, which the mods here boosted to rank 7 on the Canon Profiles thread. So it might be possible they'd change it.
In any case, I beleive you'd be working under Scrappers direct command, unless he was countermanded by someone of higher rank than Scrapper.
I have another question for the mods: Who would have the authority to trigger the Merge into Devestator? Would Scrapper be allowed to do it or would the team have to be commanded to do so by the ranking decepticon on the field? I'm also slightly curious as to the mod's imagined system for controlling Devestator, I see vague images of flurries of PMs from all PC components sent to a controlling mod, but I can leave it as a question for another day.
Scavenger is fairly lowly in his own little junk-hunting, puppy-dog way, but a Constructicon nonetheless and thus something of the tech elite of the 'Cons. He'd be treated the same as anyone else of middling Rank. I believe we made him Rank 5 last time he had a profile; not sure he's got one posted at the moment.
As for Devestator, due to his massively destructive and somewhat uncontrollable nature, he would rarely be formed except in rare cases. On top of that, it's likely someone other than Scrapper would give the order to merge (Megs, Scorp, whoever happened to be the general on the field). Otherwise, the call would be Scrapper's. He is the Constructicon leader.
Control of gestalts has always been a contested topic in this site's RPG. For a long time, whoever played the team leader controlled the gestalt. Of course, for a long time we also had a single player controlling all the members of a gestalt team (yikes!). Then, when we broke the teams up with a single character per player, we tried having a rotating sort of system, in which each player in the team took a turn writing a post. Very cool, if you had five people who all wrote well, read carefully, etc. etc. Not very cool if you had one or more significantly weaker/lazier/sloppier player in the bunch.
