I gave him the gun that came with Megatron from the Classics Ultimate Battle set. I sold the figures, but kept both the guns.

The question now is, why did Hasbro make that concession for Honda?
No idea, but looking at it, the Honda mold does come with a "shield" that's lacking the rest of the rifle parts, at least the Us one the Japanese one is unchanged. I believe in the case of Honda, they just had to leave out a part and the figure was still armed, just not with a rifle, while VW wanted no trace of a weapon.
I think that they removed the barrel of the rifle on the windcharger mold as they were afraid kids would poke their eyes out. It's very long, and COULD hurt someone. Makes no sense that Honda allows weapons in their vehicles in Japan (Binaltech) and not in the US.
It's confirmed not to be a safety issue. Also, keep in mind that even though Honda has its main office in Japan, the US office has its own guidelines independent of Japan, to the point it could be considered a separate company. Hasbro had that as well back in the 1980's and 1990's, with Hasbro UK continuing the Transformers line while the US branch canceled it.
Kinda ironic how the US permits real firearms, yet ban toy firearms. Where Japan bans real firearms, but sell toy firearms.

Oh, and if anyone needs weapons, get a G1 Predaking, he comes with 10 guns, and 6 swords (excluding the BFG). I don't use in in combined form, so it goes to the weaponless figures.

Exactly what I did for Cliffjumper, great minds...
Edit: DISCHARGE pointed out that Outback was a minibot with a gun (makes a great fusion cannon for LOC Megatron) and I'd argue that Warpath was an armed minibot too, and he could use his in robot mode, kapow!

Outback's gun and Warpath's cannon aren't exactly the same as giving him something he can hold and go "pew pew" with in robot mode.

True, but they are weapons. If I was a robot tank with a turret for my chest I think I'd be happy keeping my hands free for throwing insulting gestures and gang signs.

How is a jet pack a weapon?
I gave him the gun from Classics 2pack Megatron.
lol, i did not even know it was suppose to be a jetpack until i saw this forum
Which begs the question: what did you think it was for? Did you think it was just a jet ski?

It's clearly shown\described on the packaging what the jet ski is used for:

There was no question the original intent of the jet ski
