Difference Between Encore and Commemorative Edition Reissues
This is probably a noob question, but is there a big difference between Takara's Encore edition and Commemorative reissue series? The only reissues I've ever been able to get my hands on were Hasbro's and I'm not sure which is the better value to go after.

Hasbro's reissues have to comply with Toy Safety Laws, so some adaptations have to be made to the original toys (longer missles, or remove the firing mechanism). Takara's don't have to, so they're pretty much untouched.

so which would be a better buy, Takara's reissue of Starscream or Takara's Encore edition Starscream?

Either. both are exact replicas of the original Starscream toy, to the best of my knowledge.

95% the same, but as JelZe already said due to Toy Safety laws, the Hasbro versions have longer missiles that cannot be fired.
Occasionally there are also some minor paint differences.

most differences can be found on toys like OP & Ultra Magnus, whose noticeable differences from Takara are the shortened smokestacks. i'm sure there are other examples but this is the most common one.

Yes Takara do have exact re-issues.
HASBRO have altered missiles and launchers, and occasional Paint differences.

Depends on which Takara reissue you're talking about. I haven't opened my Encore Starscream but I believe he is exactly the same as the older reissue.
The Takara "book style" reissue, which is in the white box and was the last reissue before Encore, comes in anime accurate colors. I don't know why, but I wasn't a huge fan of the light blue, although more show accurate color, they used for the figure. I prefer the darker blue. You still might want to buy this version, if you can find it at a decent price, and the Encore version just to have both. The Encore version is still at a reasonable price at most places so I would say buy one of the Encore's regardless.

I knew about the Hasbo safety tweaks, but never knew about the paint changes. Do you know which ones are different?

from reviews ive read it seems the hasbro versions can have other quality issues. my takara starscream (collection) has tighter arms and the wings fit much better in the ports than in hasbro Thundercraker and skywarp. I dont yet have an encore SS to see if its the same quality as the collection version. also the autobot cars have a few issues compared to takara versions. aside though, i actually prefer the longer hasbro missiles on the seekers, i think it gives the bots a more dynamic look.

Actually, the overall trend was that the Hasbro seekers had tighter joints and tolerances.
The pre-DW box Starscream release was plagued with loose joints and poorly fitted wings.

Well at times most Hasbro reissues are affordable too. Except for Optimus Prime, UltraMagnus, and Soundwave.
Ones that are altered by Hasbro are Optimus ,and Magnus pipe stacks and missles. Optimus' roller launcher inside trailer doesn't launch. The seekers missles are too big. Jazz, Prowl, Silverstreak, and Smokescreen's weapons and missle aren't chromed. They are black instead. The rest of the other reissues are all fine.

That's why I prefer the Takara Reissues. They are more like the ones I had as a kid.

I was going to pick-up the Encore Soundwave because it was insanely cheaper than the TF Collector's Edition. It looks like Ravage doesn't come with the Encore version. Could this be the main reason for the price difference? Or does it have more to do with availability?

TFC Soundwave doesn't come with Ravage either. I think the only difference is the box.

That is Soundblaster, not Soundwave. Its a different character. The Soundwave from the book style reissues only came with Laserbeak.
Soundblaster is a rebuilt Soundwave from the TF Headmasters cartoon series.

The Toys 'R Us Commemorative Edition "Soundwave" that came out earlier this year included both Laserbeak and Ravage. I say "Soundwave" because that is how the figure is packaged and colored but as many people have already pointed out, he is really Soundblaster.
There sure does seem to be a lot of Soundwave/Soundblaster figures reissued in the last year or so despite the mold being lost or damaged as I have been told by several people. How many figures is that now, like 4 or 5? I suspect that the Soundwave molds are probably just modified Soundblaster molds.
