But yes, that is kind of true. To tell you the truth, Starscream slightly towers Megatron in ROTF, and if you bend the chicken legs on him more, it's a good match.

If you want the vehicles in scale then I think you need Voyager DotM Megatron and RotF LEADER Starscream.
Scale isn't even in the Hasbro dictionary.

So buy some smaller figures to go with him like Scout Megatron. My movie collection is in four different scale sections.

Robot Megatron is larger then robot Starscream, is he not? So Deluxe and Voyager isn't actually that out of scale.
