I'm by no means near the expert on Kitbashes as some of the other site-members but I can pass along some of the experiences that I have had in my limited attempts.
As far as the glues, the standard model cement will work ok for some general use functions but if it is a high visibility area, be prepared to do a lot of sanding once it is good and fully cured because it will look unsightly wherever it seeps out. Also, I would recommend it only on an area that is not a high movement spot. Using it on display only pieces would be your best bet and preferably in spots less noticeable. I would look into higher grade expoy bonders if you can but like I said, I'm no expert and you would be wise to get the opinion of one of our other kitbashers first.
As for the paint, if you are going to use testors enamel, I would thin it just a tiny bit if you are going to brush it on so that it lays out well IF you absolutely have to brush it on. I would also recommend thorough cleaning and priming if you go with the Testors enamel. I failed to do this on a Gundam/Prime kitbash and it took a bloody week for the paint to cure properly due to the material I used and my inadequate prep.
FrenzyRumble.com would be a good place to peruse to find tips and Zildjian Customs as well. Both those guys know this stuff inside and out. There are several others as well but my brain is cramping at the moment. Those are good places to start and I'd wait for another kitbasher to chime in on here before following my paint/glue tips as the stuff I mentioned was only off my own limited experience.
