That figure appears to be an unpainted (/ partially painted) prototype or testshot of what I think was RiD Ratchet.
The second missile is an elongated missile that came with some reissue versions of the original Optimus Prime mold, though I'm not sure which ones.

Yes the second missile is to be accurate: Commemorative Series III Thundercracker's elongated missile.
The first dark gray missile appears to be from Cybertron Downshift, but I can;t be sure.

Just a correction I ran into recently, it seam the top gray missile belongs to Energon Optimus Prime's Blaster.
