Between Supreme Devastator, Legends Devastator, FAB Long Haul, Rampage and the 3 Voyager Constructicons (+ repaints), there were a LOT of transforming construction-related toys on the shelves within a short time. Too much similar product probably doesn't sell that well.
While we got Sledge, Steamhammer, new Legends Long Haul and Rampage, Grapple, and a few more repaints in the lines immediately following RotF, with Payload and Grapple both being yellow Voyager construction vehicles, a third one (Scrapper/Hightower) would probably be "too similar."
