I can prove this is untrue by pointing you to the Classics checklist on Hasbro's website here.
edit: Looking at it again, this checklist is incomplete, and sometimes inaccurate. It only lists what I remember being wave 1 with the deluxe figures being legends, and omits the actual legends; all waves after the first; the Devastator, Ultra Magnus vs. Skywarp; and Prime vs. Megatron sets; and all of the Classics mini-cons. It also lists 20th Anniversary Prime as TRU-exclusive (which I know to be wrong because I've seen it elsewhere).

That is not entirely correct.
If you scroll up, you'll see that "20th Anniversary Optimus Prime" is originally listed as part of "Generation 1 Commemorative Series". Together with the other G1 reissues.
In a sense, because 20th Anniv don't belong anywhere, it was grouped together to go with the G1 reissue toys.
Later on, when the Classics came out, "20th Annivesary Optimus Prime" was repackaged as "20th Anniversary DVD Edition OPTIMUS PRIME", to go with the series, but not in the series.
Take note, these 2 items are not the same. It's analogous to "G1 original" vs "G1 reissue".
Under "Transformers Robots In Disguise", there were 2 branches.
One branch is "Classics", which includes the Voyager Prime & Voyager Megatron, plus the 2-pack DVD with the green Megatron in it.
The other branch is "G1 Commemorative Exclusives", to which "20th Anniversary DVD Edition OPTIMUS PRIME" belongs. (Not to be mistaken as "20th Anniversary Optimus Prime") Soundwave also falls under this subgroup.
Another disparity is the time they were conceived and produced.
20th Anniversary was taken from MP-01 in year 2004. During that time, there was no idea or plan yet to create a series called Classics.
While Classics came out in late 2006.
So they really can't be grouped together.
