Just wanted to throw this out there and see if anyone has any ideas that would help. I'm thinking of using this for the body:

and then working around that. I would like to modify his base form somewhat to include an artillery cannon such as this:

I'd take that thing off his back and make that a rocket platform, with the cannon attached. I'm really looking forward to doing the arms and the finished rocket mode. Speaking of which, the arms of this guy might do nicely:

I originally wanted to have a headmaster version, where the head would be the tank, and the entire body would comprise the base. Sorry, I like the headmaster concept just am not sure if I can do one.
