The most they could do is tighten up his joints, specifically the ankles.
The fusion cannon isn't sloppy workmanship. It's designed as is, people just aren't locking it in place. I had the same problem (because the instructions aren't worth the paper wasted...) but once I decided to push just that little bit further, it locked and held.
Blackout is sloppy workmanship. He needs a major overhaul in his design. It's a terrible Automorph. It could work so much better if they had just put him together right. No one should have to disassemble a brand new item to fix a problem right out of the box. That's ridiculous.
However, movie toys are not the first to be plagued by this. All the previous lines at one time or another had the same problems.
For example: Energon Rodimus. Versions came out where his face wasn't painted at all. (If that's not sloppy workmanship, I don't know what is.)
Megatron's not perfect, I'll be the first to admit that, but he's not the worst out there and he certainly kicks more ass than some figures.
