The G1 Megs has aspects to him that the others share, but not on the same level as the original.
BW Megs (among my favorite TFs) may be more calculating than the G1 Megs from the cartoon, but with his initial body type he's smaller than bubblebee and probably have trouble against rumble and frenzy. Being a descendant of micromaster and powermaster tech may make him more fuel efficient but not remotely in the same league as even the standard Decepticon that serves the slag maker of Tarn.
Armada Megs has a comparable status as the strongest decepticon from his continuity and size to face G1 Megs. However among the first episodes this insecticon turn tank-former had trouble beating his Prime while equiped with a number of power gimmick his rival lacked. G1 Megs has defeated his Prime under these conditions. While I understand this is regulated to there cartoon representations, i think it is of note that, comic Armada Megs had an even poorer showing of this in the 1st issue. Even with his minicon I don't see him matching the firepower of the fussion canon.
G1 Megs has proven time and again in the cartoon that he is the best Decepticon in his continuity. The mech is so legendary that in BW era a sneaky predacon uses his name to follow in his footsteps. In Armada G1 Galvatron falls to a Megs amp up on not one, not two, but at least 4 plus minicons and i think some unicron power paint job. I'll refrain from bashing its faithful comic. Without minicons Armada just can't hope to keep up with G1.
So by series G1 Megs easily wins, but if BW Megs had even Blitzwing's body, or his TM1 at the same height, I'ld have to rethink this fight. I guess Armada Megs would be second as is though.
