Put simply, it's a form sent to stores by companies, advertising their product (you know the phrase "No Soliciting", right?). They should include pricing as well, so the list in the original News Item is off in that aspect.
Ah, thanks! Would it be correct to assume that solicitation lists ONLY lists products that are definitely being manufactured? Or does the manufacturer use the solicitation list to gauge retailer interest and make production decision based on that?
I believe it's the latter, I'm basing that on the Universe 2003 line. Several pieces were solicited, like Drench vs. Smokescreen and the Halloween Horrorcon sets, but were canceled thanks to retailers backing out. Same thing with the Movie Trilogy.
