Starscream is a coward. he hides during a fight like he did when the decepticons were fighting for leadership after megatron got thrown into deep space in the 1986 movie.

ultra magnus would win. because he's a courageous fighter. who is trained for combat & doesn't hide from a fight.

Starscream's immortal spark just means he'll come back for more punishement, but his fatal flaw is never learning from his mistakes.

Magnus, he's taken on Cyclonus toe to toe on several occasions and Cyclonus was a far better... everything.

According to the tech specs, they're quite evenly matched. However, Magnus is considerably bigger and stronger while Starscream is much faster and probably more nimble too. One might argue that Magnus would shoot Starscream down with missiles and lasers. However, Starscream can attack with lightning speed and, crucially, null rays. These disrupt electron flow in anyone and anything they hit. This could give Starscream the opening he needs to deliver a killing blow to Magnus. Starscream might need some kind of extra weapon to penetrate Magnus' armour. For example, Energon Starscream had a big energon sword. There is a complication here, though. G1 Magnus has a replica white Optimus Prime as his inner form. Starscream would have to kill both large and small Magnus bodies to win. I believe that the outcome of this battle would be determined very quickly. Either Starscream performs a double murder within seconds or Magnus prevails in the end.
