WFC Siege Springer at Target

My local Target in Boise, Idaho had a single Springer. I went to buy it, but it wouldn't ring up, and a customer service representative had to come to help. The customer service person said that they couldn't sell me the figure until July 28th, and took the figure away from me. So, has this happened to anybody else, or does my Target just suck?

Also it happened to a collector down in my area as well.
