Before you transform the backpack, you must fold down his windscreen so that it sits flush against his hood.
Then move the panels that hold his arms so that they rest over the little peg on the panel that's attacked to his wheels, now the arm panel will look up at a 45 degree angle. Then move the backpack towards the torso, moving up a bit so that the peg pegs into it's hole. You'll know your success once you hear a clicking noise and/or that his shoulders align perfectly with his torso.
And yes, it's a over complicated design.
