The first theory is that prior to evolution of intelligence Megs and Prime both arise at or around the same time from the creation of the allspark. However at some point in the time line, Megs actually touches or bonds in some form with the allspark. As a result, he becomes stronger and bigger. Furthermore, he is a crack-allspark addict and develops the ability to sense it. Therefore, he is able to track it to earth, which explains part of the prequel comic.
Second portion of the theory: Prime and Megs literally arose from the same time during pre-intelligent bots of the cybertron. Prime's intelligence and chrisma allows him to create the civilization, while Megs assumes the protector role. As they created cybertron and the great empire, they shared a common goal, and the empire grew without bounds until the backstabbing by the "younger" brother. Thus, when prime goes to destroy the allspark with his. The spark emitting from megs is recoginzed rather and destroys himself and the allspark.
Finally, you came all flame me on this. The evolution is hinted at by the xbox, Soda machine, and phone all becoming primative/unintelligent machines just aiming to destroy. Also, Prime tells Ironhide that "we use to be same way" in regards to primative humans. Furthermore in the comic, Prime has direct location of the allspark known prior to launching it into space, which he assigns to BB. This eludes that Primes is not only the leader, but also the founder of the civilization.
Please debate on this, for we will get some good talk going.

and I simply don't think we saw enough to gauge Primes Grief for Jazz.
As far as the allspark creating only decepticons, I personally believe it may reflect its circumstances. In Times of peace it may create autobots (or periods where its surroundings are calm) but when its surroundings are chaotic it may create Decepticons.
