After all, Waspinator is bigger than a "real" wasp. If Grimlock's protoform scanned a 5 foot tall dinosaur, but he was a huge protoform, he's be bigger than the real animal, but shaped like one. Heck, he's bigger than Megatron, who is a T-Rex, but he's a small T-rex.
