Perhaps not, but when compared to official stats for Galvatron, a character who *could* be considered a "Herald of Unicron," it does seem rather... odd, especially for a comparitively obscure character - even if he is one of the "original thirteen."

Much older, and sold his soul to Unicron without coercion, which probably makes a difference.
