Takara did present the "Powered Convoy" toy mold to Hasbro as a possible upgrade for Optimus Prime, or as a new leader type.
I do believe Hasbro may have considerable useing UM as the new leader, but I dont believe Marvel/Sunbow ever considered it.
And Marvel/Sunbow was writting the fiction at the time.

Trust me that image is etched onto my soul. It was a few days before my tenth birthday when I saw that issue in my local shop. I started collecting the comic that very day.
Even issue 85's meeting of Magnus and the future Autobots hints at it with Hot Rod kneeling before him and speaking of his possession of the Matrix.
The ads for Galvatron and Magnus on the back of the comics depicted him as the leader of the future. He was Autobot leader between the reigns of Optimus and Rodimus.

I have to say, I prefer it the way it is, but it's weird to think that this idea may have happened.
