Excited electons absorb various colors of light. An electron orbiting an atom that moves to a lover orbital releaes a photon with the energy the electron loss in th transition (E=h*f, E is energy, h is planck's original constant, and f is the photon's frequency).

The blue light you are thinking of is when a neutrino interracts with an electron, which emits a specific frequency of photons.
