Even though it isn't the tech spec motto, the quote that I always though should be his motto is:

"Predaking has the power; he needs nothing more."

I was always a fan of "Peace through tyranny!"

And as for other random quotes that I've found memorable, I'd have to say, Megatron's "Is it fear or courage that compels you, fleshling?" has recently made the list

Also Starscream "Time makes all things possible. I can wait."

Some of my favorite Mottos:

Blades - "War's a dirty game and I'm a dirty player!"

Sideswipe - "I don't break rules, I bend them - a lot!"

And as for quotes:

Ramjet in War and Peace 2 - "Bring it on you slaggin' cowards!"

Hound and Cliffjumper - "I'm sorry Hound, I shouldn't have fired on Megatron."
"Shouldn't have missed, you mean!"

Have to agree with the Movie Megatron quote, "Is it fear or courage that compels you, fleshling?"

and add

"Join them in extinction!" Love Weaving's voice work in the film and Cullen's of course.

Mottos (other than some that have been said already):

Beachcomber: "Know the conflict within before facing the conflict without."

Jazz: "Do it with style, or don't bother doing it."

Quotes off the top of my head:

Blitzwing gets some good sound bites:

and

My favorite Silverbolt moment (the delivery is what makes it, IMHO):

Rodimus complaining:

"I am sick and tired of being responsible for the welfare of the entire universe and its outlying suburbs!"

Ultra Magnus showing off his refined aesthetic sense:
