RPGs are always story-heavy, J-RPGs even more so, but if your story needs six games, each with ridiculous amounts of cutscenes, you should really tone it down.

I've never really had a problem watching cutscenes myself. Hell, back in the day I had a PS1 memory card with saves just before every major scene in FFVII. I do understand that a lot of cutscenes can turn a sizeable group of gamers to be frustrated though.

They had that. It was called Grand Theft Auto: San Andreas. It was actually somewhere around four times the size of Liberty City, by inputting cheats you could turn off Wanted levels, though safe houses weren't customizable. Actually, the ability to turn on God Mode and turn off Wanted levels is made simper in GTA4, since cheats were stored in Niko's cell phone.
