What Sabrblade said... with the actual physical toy being a repaint of Energon series Slugslinger which itself is an homage to G1 Targetmaster Slugslinger.

Turns out the person had his wings in a seperate ziplock but he was indeed missing his gun. The figure itself turned out to be in decent condition, you can see it transformed with its wings in the post I just did in the toy haul http://www.seibertron.com/energonpub/transformers-toy-haul-thread-t13s9350.php
The alt mode is pretty great

I can only tell that there is a broken Energon Ironhide, a redeco of energon hot shot, alternators hound and cybertron scourge, beast wars scourge, a redeco of tigerhawk and cybertron jetfire. The rest I have no clue.

Its alternators hound for sure. Thanks guys, the only one left unidentified is thr blue vehicle in the top center of the fourth pic

That's great, now we have them all figured out. Also, your intuition was right, it was a digimon. He's called Digmon (google wont stop trying to correct my spelling on that) and he actually transforms:
